On 1 December 2025 new regulations from the Polish Ministry of Family, Labour and Social Policy entered into force. The rules change:
the state fees connected with employment formalities (including oświadczenia and work permits), and
the list of countries whose citizens can be employed on the simplified oświadczenie procedure.
Because these state fees increased and some procedures changed, HireQapp updated some Premium account tariffs for the Poland market so we can continue to deliver fast, reliable support and cover part of the increased administrative costs.
(Official references: Dziennik Ustaw — see the orders dated 20.11.2025 and 21.11.2025.)
What exactly changed (short)
State fees for employment formalities were increased. This affects total costs for employers and employees when registering work or submitting employment notifications.
Citizens of Georgia: from 1 Dec 2025 new oświadczenia for Georgian citizens are no longer accepted — employment for Georgian nationals now requires classic work permits (zezwolenie).
Transitional rule: Georgian citizens whose oświadczenie was already registered before 1 Dec 2025 may continue to work under that oświadczenie until it expires. New oświadczenia for Georgia are not registered.
Who is affected
Workers (foreign nationals) — especially those employed under oświadczenie or those from the countries named in the updated regulation.
Employers who hire foreign staff — they must update procedures, templates and budgets to match the new fee schedule and eligibility lists.
Recruitment agencies and payroll/HR teams — review internal processes and communicate changes to hires.
Currently (as of 1.12.2025) oświadczenia may still be used for citizens from countries such as Armenia, Belarus, Moldova and Ukraine, but not for new registrations for Georgia. Always verify the exact current list in the official regulation.
Practical advice for workers (what to do now)
Check your document type. Are you employed on an oświadczenie or a zezwolenie? Confirm via your employer’s HR or your personal contract.
If you’re a Georgian citizen: check whether your oświadczenie was registered before 1 Dec 2025. If yes — confirm its expiry date. For new hires you will need a classical zezwolenie.
Review communications from your employer. Increased state fees may affect final costs or internal reimbursements — make sure you understand any changes to your pay or deductions.
Ask for help early. If anything is unclear, contact your HR, a legal advisor or HireQapp support.
Practical advice for employers (what to do now)
Review your hiring workflow for foreign nationals: update templates (contracts, notifications, oświadczenia forms) and budget lines for state fees.
Check transitional rules: oświadczenia submitted before 1 Dec 2025 remain valid until their expiry — plan hiring around these dates.
Communicate with current foreign employees — especially Georgian staff — explain status, next steps and expected deadlines.
Consider administrative timing — fee increases may change the cost/benefit of different employment routes; plan recruitment calendars accordingly.

FAQ — quick answers
Q: Have state fees for oświadczenia increased?
A: Yes — the new regulations changed the amounts of state fees related to employment formalities. Check the official regulation text in Dziennik Ustaw for exact figures.
Q: I’m a Georgian citizen — what should I do?
A: If your oświadczenie was registered before 1 Dec 2025 you can continue under its terms until expiry. For any new employment after that date you need a regular work permit (zezwolenie). Speak with your employer about next steps.
Q: Will HireQapp services change?
A: We adjusted some Premium tariffs in Poland to reflect higher administrative costs, but we continue to provide the same level of support and operational speed.
Q: Where can I read the official rules?
A: The original acts are published in Dziennik Ustaw (see the orders issued in November 2025). If you need help locating and interpreting the official texts, ask HireQapp support or consult a legal advisor.
